  • Separate beach access from pier admission
  • Try the near water first
  • Use only enough weight to hold safely

A sensible first session

  1. Select one of the city’s public beach access locations, then confirm fishing is permitted there at that time.
  2. Start with a high-low rig and small shrimp or worm baits where people and lines will stay clear.
  3. For a pier trip, check the operator’s current hours and rules separately from the city beach page.

Access matters

Norfolk lists its public beach parks. Public beach access alone is not blanket fishing permission. Respect posted swimming areas, temporary closures and private shore access.

When to pay attention

Spot and other bottom feeders use coastal waters seasonally. These are habitat and technique notes, not a current pier report.
